There is no line at which you cease to be a club.
As I recall, a club requires 7 members, an executive of at least 3 members, and can have as many community members as desired. There is no "dilution" point where a club ceases to be a club by virtue of how many community members it serves.
Again, the test should not be a percentage. It should be, in absolute terms, how many Feds members are getting served, and at what cost. The marginal cost per person in Fed Hall is negligible, once all the overhead has been covered, so in this case the question is simply "How many Feds members are benefitting?"
It's not clear to me why so many people seem to have a problem with community outreach, either. This is a good thing.
There's probably underlying tension about not liking it to be religious, or not liking the ESA in particular. If that's your issue, people should be clear about that.
