Council postpones vote on service review

Students' Council chose to push back the vote on the controversial Feds Services Review to its June meeting. They made the decision at the first meeting of the term on Sunday 7 May.

A vote on the review was on the agenda, but Feds VP Internal Sai Kit Lo made a motion to postpone it until June.

When asked why he made the motion in an interview this week Lo said, "We need to have time to digest the information. The new councillors need to talk to constituents and see what they think before making a decision. They need to know the history and understand the process."

The Feds Internal Administration Committee conducted the review over the Fall term and then-VP Internal Lawrence Lam, the chair of the committee, presented it to council on 15 January 2006.

Co-ordinators from two of the services, Gays and Lesbians of Waterloo and The Womyn's Centre, expressed concerns over the methodology, content and recommendations of the report before it was presented. These concerns were main issues when council considered the recommendations at its various meetings.

At the January meeting council postponed voting on the recommendations to its February meeting. At the February meeting council voted to postpone it until the conclusion of the conflict managment process between members of the IAC and service coordinators, conducted by the UW Conflict Management and Human Rights Office.

According to a backgrounder document prepared by Feds Executive Researcher Brandon Sweet, council considered motions to suspend rules, in order to discuss the recommendations, but those motions failed. Subsequent to the meeting, the conflict management process concluded. By the May meeting Feds had not received copies of the memoranda of understanding that came from the conflict management process.

Feds June meeting with be on 25 June.

I am hoping that all the councilors will have a chance to review the Memorandums of Understanding and become aware of how the conflict mediation process is conducted. Many of the conflicting views on the service review were spawned through the conflicts brought up by those involved with two of the services. I would hope that if an understanding is developed between the past IAC and those involved with those two services, there would also be some understanding developed by those on council who have conflicting views on the service review report.
